The legal requirement for women, youth, and persons with disabilities to access 30% of Government Procurement opportunities is being implemented within the context of the AGPO program, which was officially launched by His Excellency the President, Uhuru Kenyatta on 16th October 2013 in Nairobi County.
AGPO is an acronym for Access to Government Procurement Opportunities. Youth, Women, and Persons with Disabilities should apply for this certificate if they want to compete on government contracts.
How to Apply for an AGPO Certificate?
If you want to apply for an AGPO Certificate online in Kenya, follow these steps:
- Visit www.agpo.go.ke and select “Register.”
- Create an account by providing personal information, email address, and a password. An activation link is emailed to your email account after this is completed.
- Open your email and look in your inbox or spam folder for the activation email.
- Click the link supplied to your email address to activate your AGPO account.
- Use the email address and password you created in step 2 to log into the AGPO system under returning user Page.
- Register your business by filling out the appropriate areas and attaching the scanned papers listed above.
When requesting offers from the following groups, the AGPO certificate is required:
- Microenterprises
- Small businesses
- Local contracts
- Disadvantaged groups
- Citizen contracts
- Citizen contractors working with foreign suppliers in joint ventures or subcontracting agreements
Documents Required for the AGPO Certificate
The following documents are required to qualify for an AGPO certificate:
- Passport/Identity Card(s) (s).
- Certificate of Incorporation/Business Registration Certificate
- Tax Identification Number (PIN)/Value Added Tax (VAT) Certificate
- A certificate of tax compliance.
- For a partnership business, a partnership deed is required.
- Open a bank account for the business and acquire a bank reference from the bank.
- Registered companies must have a Memorandum/Articles of Association and a CR12.
- Letter/certificate from the National Construction Authority, Energy Regulatory Commission, or any other Authorized Public Technical Body for the Construction Category.
An enterprise owned by youth, women, or individuals with disabilities must be a legal entity that:
- It is registered as a business enterprise at the Attorney General’s Office in the form of a sole proprietorship business, partnership business, or a limited company.
- Has at least seventy percent membership of youth, women, or persons with disabilities to qualify for preferential and reservations programs.
- The leadership should be made up entirely of youth, women, and people with disabilities.
